We are a historic preservation and community development nonprofit. Our mission is to promote the public use of Beaverton's traditional downtown area and its historical preservation while supporting its physical environment, economic vitality, and inclusive community.
OUR TEAM

KYLE TODD,
EXECUTIVE DIRECTOR
Kyle brings over a dozen years of Main Street experience to the BDA. He is an economic development pro with a passion for supporting small, locally-owned businesses as well as smart placemaking. In addition to being a complete urban planning nerd, Kyle believes the strongest economies are created when every community member feels they have equal access to opportunities, where an inclusive infrastructure exists, and where there are ample opportunities for community engagement and participation.

Kirsten Agard
Board Chair
Kirsten Agard, is a seasoned professional with 19 years of experience in project, event, and change management, including 11 years in Mortgage Home Lending, she holds the rare Certified Mortgage Banker (CMB) accreditation, ranking among the top 1% nationally and is the 2nd woman in Oregon to earn this honor. Kirsten is also the recipient of the American Bankers Association’s ’22 Emerging Leader Award, reflecting her dedication to leadership, diversity, equity, and inclusion. Serving on the Board since 2019 and as Board Chair of the BDA since January 2020, Kirsten is deeply committed to the downtown community and supporting local businesses, bringing her extensive experience and unwavering dedication to her role as a board member and leader.

Nicole Feightner
Vice Chair
Nicole Feightner is an HR professional and has lived in the Beaverton area since 2007. She joined the BDA in the spring of 2019 and chaired the Organization Committee through 2021. She has been the Vice Chair since January of 2022. Nicole is passionate about bringing volunteers together to make downtown a fun place for all.

Carina Comer
Secretary
Carina owns Carina’s Bakery on 1st Street and has been a Board member since March 2021. In addition to her business expertise, Carina brings a compassionate focus on equity, especially regarding disability and accessibility.

Felicia Kilger
Treasurer
Felicia is the VP of Home Lending Accounting at Umpqua Bank. Felicia brings attention to detail and expert financial knowledge to her role as Treasurer, which she has filled since April 2021.

Chanel Griffen
Board Member
Chanel works with Westland Investors as the Asset and Business Development Manager. She has over 10 years professional experience in operations and business development space in both investment real estate and the music industry, and she is passionate about community impact and uplifting small businesses through partnership, cultivating activations, and promotion.

Ruben Halperin
Board Member
Ruben is a resident of Beaverton and works in Beaverton as a Medical Director for Providence Health Plan. He is passionate about all the changes that are making downtown Beaverton an exciting destination. As an avid cyclist and walker and a physician with a passion for public health, he is excited about the improvements to the walking and biking infrastructure downtown that are making the area a more livable, vibrant place.

Kyle Morgan
Board Member
Kyle was born and raised in Beaverton and has a passion for his community. He works in Global Security Infrastructure and has a background in working with local businesses developing their technology plans and roadmaps to encourage business growth. He is energized by the recent growth in downtown Beaverton and loves attending events with his wife Alena and two dogs.

Kalla Anand
Board Member
Kalla is an engineer, entrepreneur & educator. She immigrated to the US over 25 years ago, holds a master’s degree in Computer Science and worked in the hi-tech industry at Hughes, Intel, prior to becoming an educator. She also served as an advisor to a few non-profit organizations, is actively involved with the local Chamber of Commerce, small business organizations and volunteering at community events.

Jeff Sievert
Board Member
Jeff is a native of northeast Portland. A recently retired Presbyterian minister, he served congregations in San Diego and rural Nebraska, finally landing at the Reedville Presbyterian Church in Aloha, where he has was active in the community with the Reedville Elementary School, Western Farm Workers Association, and as “Faith” member of Washington County’s Aloha-Reedville Livability Study. Jeff is eager to contribute his vision, experience, and organizational skills to Beaverton’s continuing evolution as a great place to live, work, and play.

Jim Robison
Board Member
Jim has been a resident of Beaverton for most of his life. He is currently the Director of Business Development and Strategic Partnerships for the cybersecurity division of Online Business Systems. He has over 25 years of leadership experience, leading teams in Sales, Business Development, Marketingand Operations. Jim enjoys working out, golfing, is an avid walker, and is very proud of his two adult kids. Jim joined the Board in 2023 and is passionate about working on the continued improvements to downtown Beaverton.

Taliek Lopez-DuBoff
Board Member & Youth Representative
Taliek is an Oregon native and Beaverton resident. In addition to preparing for his first year to begin at the University of Oregon in Fall 2023 to study political science, Taliek is a part-time law clerk at his family firm, DuBoff Law Group, the Chair of the Mayor’s Youth Advisory Board, and the Vice President of Aloha High School. Taliek hopes to become a diplomat or politician one day. Taliek is motivated by his community and getting young people involved in service projects alongside him.

Mark Noonan
Board Member
Mark is a retiree living in Downtown Beaverton. He spent 30 years in the high tech industry at Intel, Sequent Computer and RadiSys, and 10 years at a non-profit, Elders in Action. Mark is passionate about Beaverton being a great place to live, work, and play for people of all ages, abilities, and cultures.

Andrew Le
Board Member
Andrew is a Community Manager and youth advocate in the Portland Metro area. He has 2 degrees in Business Administration Human Resources and Business Administration Management and Leadership. Andrew has 11 years of Management experience and has focused on growing and building the next generation of leaders. Andrew enjoys cooking and exploring new places as well as working with high school youth and getting them more involved in the community. Andrew joined the Board in 2023 and is excited to bring more to downtown Beaverton.

Rachel Thieme
At-Large Board Member (non voting)
Rachel is a City of Beaverton employee in the Economic Development Department. As a non-voting Board member, Rachel represents the City and acts as our liaison into the City government. Rachel previously managed a downtown district in New York before starting her current role with the City of Beaverton.
